Tencent Cloud and Rockstreamer Private Limited have entered a strategic partnership to deliver cloud, AI, content delivery network and enterprise OTT solutions across Bangladesh and other emerging markets.
The partnership is targeting telecommunications operators, broadcasters, media companies, sports rights holders and digital platforms, combining Tencent Cloud’s cloud infrastructure and AI capabilities with Rockstreamer’s experience in building and operating large-scale digital entertainment platforms.
Binge+ as proof of concept
The first major deployment under the collaboration is Binge+, an OTT platform developed and operated by Rockstreamer for Bangladeshi telecommunications operator Robi Axiata PLC.
Built entirely on Tencent Cloud’s cloud ecosystem, the platform was migrated to a cloud-native architecture designed to support high-volume live streaming, rapid traffic fluctuations and uninterrupted content delivery across Android, iOS, web, Smart TV and operator applications.
Tencent Cloud’s engineering specialists worked alongside Rockstreamer’s technical teams throughout the project, with AI capabilities used to accelerate engineering workflows, infrastructure optimisation, deployment planning and operational readiness.
The platform provides Robi Axiata subscribers with access to live television, sports, movies and on-demand content through a single interface. Its deployment reflects a broader trend of telecommunications operators looking to expand beyond connectivity into digital entertainment services using cloud-native infrastructure.
Tested under live sports pressure
The Binge+ platform was tested at scale during a major global football tournament in 2026, an event that required the infrastructure to handle large and sudden audience surges while maintaining stream quality and reliability.
The platform delivered live sporting events to millions of viewers across Bangladesh throughout the tournament, maintaining consistent performance despite the demanding traffic patterns associated with live global sport.
The deployment demonstrated how enterprise cloud infrastructure, intelligent CDN technologies and AI-assisted operations can be applied to OTT platform delivery, particularly in markets where streaming infrastructure is still maturing.
Expanding across emerging markets
Both companies have framed the Binge+ deployment as the starting point of a broader collaboration rather than a one-off project. The partnership is expected to extend across Bangladesh and other emerging markets, with a focus on streaming services, AI-powered media workflows, gaming ecosystems, eSports platforms and cloud-native entertainment technologies.
The two companies intend to offer integrated cloud infrastructure, platform engineering, managed services and AI-driven tools to help enterprises modernise their digital operations.
Rachel Xie, General Manager of Tencent Cloud MENA, Operations, Channel Development and Marketing at Tencent Cloud International, outlined the rationale behind the partnership.
“Our collaboration with Rockstreamer demonstrates how combining Tencent Cloud’s infrastructure, AI capabilities and media technologies with strong regional implementation expertise enables enterprises to rapidly build modern OTT platforms capable of supporting large-scale digital experiences,” Xie commented.
“We look forward to expanding this partnership and enabling more organisations in emerging markets accelerate their digital transformation.”
Built for scale from the outset
Anik Dhar, CEO of Rockstreamer Private Limited, pointed to the speed of deployment as a key outcome of the collaboration.

“Today’s digital entertainment platforms must be built for scale from day one,” Dhar observed.
“Our collaboration with Tencent Cloud has demonstrated how combining cloud infrastructure with AI-assisted engineering and deep OTT expertise can accelerate deployment without compromising reliability or performance.”
Dhar added that he expects the partnership to help operators, broadcasters, media companies and enterprises across emerging markets build digital platforms that are faster to launch and easier to scale.
“Binge+ exemplifies what can be achieved when global technology capability meets regional execution. We believe this partnership will help operators, broadcasters, media companies and enterprises across emerging markets build digital platforms that are faster to launch, easier to scale and ready for the next generation of entertainment,” he explained.
Future plans
Looking ahead, Tencent Cloud and Rockstreamer plan to continue expanding their collaboration to support telecommunications operators, broadcasters, media organisations, gaming companies, sports rights holders and enterprises seeking to modernise their digital infrastructure.
The partnership is positioned around reducing deployment complexity for organisations that require enterprise-scale performance, with Tencent Cloud providing global infrastructure and Rockstreamer contributing regional implementation capability.
