Tencent Cloud has signed a Strategic Cooperation Agreement with China CITIC Bank International Limited (CNCBI) aimed at accelerating the Hong Kong-based bank’s digital transformation program and developing new practices for the Hong Kong and Macau banking sectors.

The agreement, unveiled at Tencent Cloud Day Hong Kong, establishes a long-term partnership between the cloud arm of Chinese technology giant Tencent and one of Hong Kong’s prominent Chinese-funded banks. The companies described the deal as one of the broadest partnerships between a Chinese-funded bank in Hong Kong and a cloud provider.

The Strategic Cooperation Agreement was signed by Jared Jiang, General Manager of Financial Service Industry at Tencent Cloud Hong Kong and Macau, and Tang Bin, Deputy Chief Information Officer of CNCBI. The ceremony was witnessed by Carlos Hu, Vice President of Tencent Cloud, and Wendy Yuen, Head of Personal and Business Banking Group at CNCBI.

CNCBI’s FinTech 2.0 Agenda

CNCBI is a wholly-owned subsidiary of China CITIC Bank Corporation Limited and a member of CITIC Group, one of China’s largest state-owned conglomerates. The bank provides commercial and investment banking services from its Hong Kong headquarters.

The bank is currently pursuing what it calls its FinTech 2.0 digital transformation, built around three strategic pillars: Shenzhen-Hong Kong Synergy, AI-Driven and Phantomization.

The partnership with Tencent Cloud is intended to provide end-to-end support for that transformation program. Under the agreement, the two organisations will work together on developing a next-generation core banking architecture while also exploring domestic and national technology stack alternatives for financial systems.

AI And Risk Control At The Centre

A central focus of the collaboration is the deployment of AI capabilities across CNCBI’s operations. The two parties will explore the use of artificial intelligence to improve productivity within internal bank operations and to enhance customer-facing services.

The partnership will also target intelligent risk control capabilities, combining Tencent Cloud’s technical infrastructure with data privacy considerations to strengthen trust and safety in regional digital banking.

The agreement covers the streamlining of workflows across the bank’s operations to meet evolving market demands, with both internal processes and customer-facing services in scope.

Cross-Border Banking Focus

Jared Jiang framed the partnership in regional terms.

“Our strategic cooperation with CNCBI represents a collaboration in Hong Kong and Macau’s financial services sector,” Jiang stated.

“By combining Tencent Cloud’s secure cloud infrastructure and intelligent capabilities with CNCBI’s FinTech 2.0 vision, we are setting benchmarks for digital transformation and cross-border financial innovation.”

He added that the partnership underscores Hong Kong and Macau’s role as hubs for regional financial technology development and highlights Tencent Cloud’s commitment to enabling secure and future-ready financial services.

Aligning With Shenzhen-Hong Kong Strategy

Tang Bin described the deal as a milestone in the bank’s FinTech 2.0 program and noted its alignment with CNCBI’s broader Shenzhen-Hong Kong Synergy strategy.

“By establishing a strategic framework that strengthens our core infrastructure, operational efficiency and security capabilities, we are building a progressive relationship that enables us to elevate customer experiences across Hong Kong, Macau and the wider cross-border banking sector,” Tang explained.

The Shenzhen-Hong Kong corridor has become an increasingly important axis for financial technology development, with banks and technology companies on both sides of the border seeking to deepen integration and streamline cross-border financial services.

Building A New Banking Architecture

The agreement’s scope extends beyond AI deployment to encompass the foundational technology underpinning CNCBI’s banking operations. Both parties will focus on accelerating the development of a next-generation core banking architecture, a process that involves evaluating and potentially adopting domestic technology stack alternatives for financial systems.

This element of the partnership reflects a broader trend among Chinese-funded financial institutions to explore locally developed technology infrastructure as an alternative to legacy systems built on Western technology stacks.

The collaboration is designed to ensure what both parties describe as a smooth technological evolution, with a focus on building stable, compliant and locally optimised digital infrastructure suited to the cross-border banking environment.

For Tencent Cloud, the deal extends its footprint in Hong Kong’s financial services sector, a market where competition among cloud providers for banking clients has intensified as institutions accelerate their digital transformation programs. The company provides cloud computing, big data analytics, AI, IoT and network security services across industries including gaming, media, finance, healthcare, retail and transportation.

CNCBI offers a range of financial services including wealth management, personal banking, wholesale banking and global markets and treasury solutions.
