The Albanese Government has welcomed the report of the Community Broadcasting Sector Sustainability Review, which provides recommendations to government and industry on supporting this media sector into the future.
As part of an election commitment, the Sustainability Review aligns with the Government’s efforts to establish a sustainable funding model. It acknowledges the role of community broadcasters in delivering local stories and enhancing media diversity.
The review was conducted in two phases. It began in March 2023 with an independent evaluation of the Government’s Community Broadcasting Program (CBP). This was followed by a discussion paper released in June 2024 and extensive public consultation with industry stakeholders and sector bodies.
Key Recommendations
The report presents four recommendations for government consideration across three priority areas: CBP funding, structure and outcomes; legislative and regulatory changes; and First Nations funding and licensing.
The review highlights that some community broadcasters rely heavily on CBP funding while facing declining revenue and rising operational costs. It identifies ways to improve the program by refining funding priorities, processes and outcomes.
The report also explores potential reforms to help modernise sector operations. It outlines specific challenges in the First Nations broadcasting and media sector and suggests possible solutions.
Three additional recommendations focus on industry improvements. These emphasise the role of sector peak bodies in offering further assistance and acknowledge the shared responsibility between government, funding bodies and community broadcasters in ensuring sustainability.
Government Commitment
The Government has reaffirmed its commitment to maintaining a strong and sustainable community broadcasting sector, recently announcing an additional $27 million in funding. This includes $15 million through the CBP — $3 million of which will support community television—and $12 million for the Indigenous Broadcasting and Media Program.
The Government will review the report’s findings and collaborate with stakeholders to advance its recommendations.
