Monash Researcher Warns Ethical Frameworks For Legged Robots Are Not Keeping Pace With The Technology

As humanoid and quadrupedal robots move from research labs into parcel delivery, aged care and military operations, a new study argues that the ethical, economic and policy frameworks governing these machines are falling behind the pace of their technical development.

The study, published in Science Robotics under the title “Advances, Challenges and Opportunities for Legged Robots”, evaluates five pillars of development: hardware, locomotion, autonomy, data and applications. An international team of researchers has mapped how humanoid and quadrupedal systems are positioned to reshape how people work, interact and co-exist with machines.

Co-author of the study, Professor Robert Sparrow, from the Monash Arts Faculty’s Department of Philosophy, contends that as these machines become more life-like, discussions about the ethics of their use cannot be deferred.

Aged Care And The Limits Of Robot Companionship

One of the study’s focal points is the deployment of legged robots in aged care settings, where they are being positioned as a response to workforce shortages.

“We are rapidly approaching a point where our new metallic ‘butlers’ might not just be carrying our groceries, but also providing more intimate services to our older relatives, justified as a solution to a demographic crisis in aged care,” Professor Sparrow observed.

“However, in the rush to outsource care to robots, we need to ask whether this is what older people want, and whether machines can truly ever replace human connection.”

The question of companionship extends further. Professor Sparrow notes that while it is contested whether people can form genuine friendships with non-sentient beings, some individuals are likely to rely on robots for companionship and emotional support.

“What happens if the robot breaks down then? Are we actually making people more socially isolated if we provide them with robot companions that reduce their motivation to seek out the company of other people?”

Surveillance And Privacy Concerns

Filling homes with camera-equipped robots raises questions about who controls the data those devices collect, particularly when the users are vulnerable populations.

“Filling our homes with robots with cameras in them raises concerns about who controls that intimate data,” Professor Sparrow warned. “Are we keeping vulnerable people safe or consigning older citizens to a dystopian world of surveillance by robots?”

Gender, Race And What Robot Design Reveals About Us

The study also examines how the physical design of humanoid robots intersects with questions of race and gender. The fact that humanoid robots are often designed to appear masculine or feminine, and that people may respond differently based on a robot’s appearance, raises complex issues that the researchers argue require attention.

Professor Sparrow suggests the way humans treat robots may also reveal uncomfortable truths about human character.

“While kicking a robot vacuum cleaner might just express frustration, kicking a robot dog reveals something far more troubling about our own character.”

A key question, he argues, is the extent to which the lessons users learn from interacting with robots affect how they relate to people and animals.

Military Applications And The Threshold For Conflict

The study considers the expanding roles of legged robots in warfare and their potential to lower the psychological barriers to killing, which could reduce the overall threshold for armed conflict.

These developments further complicate the legal and ethical frameworks required to attribute responsibility for actions on the battlefield and raise human rights concerns that existing regulatory structures are not equipped to address.

Economic Disruption Beyond Manufacturing

The rise of capable legged robots carries socio-economic implications that extend well beyond the factory floor. While previous waves of automation primarily affected manufacturing, the researchers note that these new systems have the potential to disrupt service sectors that employ roughly 80 per cent of the workforce in some developed economies.

The risk of technological unemployment and widened social inequality is a recurring theme in the study, and one the authors argue has not received sufficient policy attention relative to the investment flowing into the technology.

Democratic Mandate Over Development

Professor Sparrow argues that the most important part of a robot is not its legs but the policy and democratic mandate governing its development.

He insists that difficult questions must be asked about who holds the authority to build and control these technologies, warning against allowing a small and unrepresentative group of engineers to reshape communities without a clear mandate from the public those communities serve.

The study’s breadth – spanning hardware, ethics, economics and military applications – reflects a view among the research team that legged robots cannot be assessed through a purely technical lens. As investment accelerates and the machines move into everyday settings, the frameworks used to govern them will need to evolve at a comparable pace.
