AMCA And ARM Hub Build AI Tools To Cut Compliance Paperwork For HVAC Workers

The Air-conditioning and Mechanical Contractors Association of Australia (AMCA) has developed two AI-powered tools with ARM Hub’s AI Adopt Centre, aimed at reducing the time HVAC workers spend on safety compliance paperwork and giving them faster access to safety guidance on site.

AMCA represents more than 130 businesses involved in the installation and servicing of commercial heating, ventilation and air conditioning systems. Its members work in one of Australia’s most regulated industries, where workers frequently need to verify procedures, confirm control measures or interpret requirements in the middle of a job.

Most AMCA members are small contracting businesses where safety responsibilities are shared across multiple roles rather than assigned to a dedicated safety manager. The knowledge workers rely on is typically dispersed across lengthy manuals, policies and regulatory documents, making critical information difficult to locate when it is needed most.

The Problem With Paper-Based Safety

Until now, getting a reliable answer to a safety question on site often meant searching through lengthy manuals or waiting for a supervisor. Under time pressure, outdated or incorrect information can create real compliance and safety risk.

Ad hoc queries frequently fall to supervisors and project managers, impacting their productivity. This informal approach often leaves no consistent record of the questions raised or the guidance provided, making it difficult to reconstruct the decision-making process or identify recurring issues.

A similar challenge exists for Safe Work Method Statements (SWMS), which are legally required under Australian WHS Regulations before any of 18 defined categories of high-risk construction work can start. Inadequate or untailored documentation remains one of the most common causes of construction safety notices nationally.

For many AMCA members, SWMS documents are created by modifying previous versions, manually re-entering project information and reconstructing risk assessments from memory or outdated templates. The impact study notes this process is slow, inconsistent and prone to error.

Two AI Tools

The partnership with ARM Hub has produced two complementary tools: the AI OHS Assistant and the AI SWMS Generator.

The AI OHS Assistant is a conversational chatbot that gives AMCA members access to safety and compliance guidance. Workers ask a question in plain language and receive a response drawn exclusively from AMCA-approved documentation, including Safe Systems of Work Procedures, Safe Work Instructions, Mechanical Services Procedures and Safe Work Method Statements.

Every response is traceable to an approved AMCA document. Each response is evaluated against a confidence threshold – when the system can confidently answer a question, it provides the relevant guidance and source reference. If a question is ambiguous, outside the system’s knowledge base or requires human judgement, it escalates to a supervisor rather than speculating.

Every interaction is logged, creating a searchable audit trail that supports compliance review and continuous improvement.

The AI SWMS Generator guides users through a structured workflow that combines AMCA-approved content with company details, project information and site-specific hazards. Users select from pre-approved hazard libraries, control measures and procedural content. The platform automatically pre-populates most of the document using approved templates and provides AI-assisted suggestions based on the project scope, task type and selected hazards.

The completed SWMS can be exported in Microsoft Word or PDF format and is stored in a version-controlled archive.

Time Savings

According to the impact study, the SWMS Generator can reduce completion time from up to four hours to under 15 minutes – a reduction of up to 90 per cent.

At current adoption, AMCA expects more than 3,000 safety queries per week and more than 400 SWMS documents generated per month across its member network. Every document produced through the SWMS Generator is created to match the task, the site and AMCA standards.

Ben Hawkins, Chief Executive Officer of AMCA, described the tools as addressing a persistent concern for members.

“What we are developing gives our members instant, reliable guidance that keeps them compliant and takes the guesswork out of an area that genuinely keeps people up at night,” Hawkins commented.

“At the end of the day, this is about keeping people safe. And giving contractors the tools to do that without it costing them their business.”

Built On Approved Content

Three principles underpin both tools: safety, copyright and governance, and auditability. The AI answers only what it can confidently source from AMCA-approved content and escalates everything else. It draws exclusively from AMCA’s own documentation, which AMCA controls and updates.

ARM Hub designed a knowledge ingestion pipeline that continuously synchronises the AI knowledge base with AMCA’s document repository. As standards, procedures and policies are updated, the system automatically incorporates those changes while keeping all data within AMCA’s environment.

A key design principle was that the solution would be built entirely on AMCA’s own safety, quality and environmental management content, ensuring that approved safety guidance cannot be unintentionally altered while still allowing documents to reflect site-specific conditions.

Impact On The Ground

For workers and apprentices on site, the AI OHS Assistant allows them to check a procedure, confirm a control measure or clarify a safety requirement in the time it takes to ask a question. Instead of waiting for a supervisor or searching through lengthy manuals, they receive a plain-language response linked directly to the relevant AMCA source document.

Supervisors, in turn, spend less time answering routine safety queries and more time managing higher-risk activities.

For AMCA, the combined solution strengthens governance across its member network. Every response and every document is built on approved content, interactions are recorded through an auditable trail and common questions and emerging issues become visible over time.

Government-Backed Program

The AMCA engagement is being delivered through the ARM Hub AI Adopt Centre, one of four government-backed AI adoption centres in Australia established under the Australian Government’s $17 million AI Adopt Program.

AMCA initially approached ARM Hub to raise awareness of the impact of AI and related technologies in the construction industry. Subsequent discussions revealed that the same technology could benefit members through improved access to safety information, and in late 2025 AMCA commenced work with the ARM Hub AI Adopt Centre to co-develop the tools.

The collaborative approach included workshops with AMCA leadership and member representatives to define requirements, establish governance principles and agree on measures of success.
